Eight hundred years ago the great wyrms fought a war that cracked a continent. They ended it at the Emberwright Forge, where the terms were beaten into a ring of iron plates that hang there still. The first plate carries Clause I: no dragon may kill another dragon.
Two hundred years have passed since one of them last took wing in anger. The wars are fought instead with grain, hired armies and the half-blooded children the courts breed for the purpose, and every casualty of the last two centuries has been a mortal one.
