Chartered agencies and mercenary companies. Wexhollow operates the fiction that keeps Clause I intact and charges clients to use it. Wexhollow maintains another line of watch-posts.
Ask Wexhollow whose it is and the answer is the ring's. Its humans are a population it administers, which makes the house a reliable party to an agreement and an unmoving one in a quarrel. Its institutions are divine, and doctrine settles what interest would otherwise decide. The tradition signed last, and the reasons are still preached at Farholt. An arcane establishment holds the other half of Farholt. The two keep separate registers, and a petitioner who files with the wrong one begins again.

Above the Sunjara canyon rim the plain gives out into tundra shoulder, and Rimhook stands where the north road leaves the rock for it. Nothing on the shoulder holds a crop, so the millet and the goats are all below on the Cattlegate terraces, and the station's grain comes up from there at the rim price. Water is quarried into the canyon wall two days east at Cistern Nineteen and carted in, since the shoulder has no spring and the records office records every draw. Corpse caravans out of the south pass the gate for the dry burial caves, and the tundra falls away west towards the sulphur benches at Brimholt.

Sekhemra 25 Wexhollow winters three hundred horses at Sekhemra under a contract naming the horses as Wexhollow's and the riders as nobody's. Sekhemra takes eleven silver a head and a tenth of anything the riders earn doing work the contract does not mention.
Grivane 60 Wexhollow recruits its soldiers under a company chartered on Grivane's authority. The muster rolls name the company, and the letters that created it stay at Grivane and are filed nowhere.
Drusenberg 62 Drusenberg cannot enforce a seizure in a foreign court, so Wexhollow's company does it instead. It is paid in water shares Wexhollow would otherwise buy at auction, worth about seven months of its supply.

Vaethril 02 Both bid in 781 to escort the corpse traffic north, and Vaethril won by charging less for water. Wexhollow has twice taken Vaethril to court over its rents and twice been heard without a decision.
Sarventhal 69 Sarventhal sells Wexhollow every drop of water it drinks and re-prices it every year, and Wexhollow has not held the same rate two years running. In 782 a Wexhollow crew sank one of its own dead in a pool above the cistern, its water was cut off for the season, and the incident is still on the file.

Corpse caravans cross the tundra shoulder at twelve marks a stage under Dunmoral's stamp, seizure is served in Sekhemrite courts that will not hear Drusenberg's clerks, and Falkvald wage-men muster into a chartered company standing on Grivane's letters. Eight names sign for the arrangements, while the rolls record each stage and its cargo separately. Three hundred horses winter at the Sunjara Wintering at eleven silver a head, with a tenth of any work the charter leaves undescribed. Half the millet bill is set against the escort account, which Dunmoral's steward proposes each autumn should cover the full cost. In 782 a crew buried one of its own above Cistern Nineteen in the northern manner; the fine was paid at once and the entry remains on the file.
