Sarventhal
Archives and lecture halls. Sarventhal sells literacy and procedure to powers that cannot govern without them. A loan book runs alongside the main business.
Sarventhal is Undivided. It wears human shape because a Wright at the Forge must wear something, and it treats an appeal to common blood as a category error. The tradition is occult, which is to say it governs without holding the post. It has done better out of the treaty than any of the other three.
The holding

A quarried water tank and vault house where the north road crosses the canyon rim into tundra
The holding is a cistern quarried into the canyon wall where the north road climbs out of the rock and onto tundra, with a vault house built over its head and a marked stair cut down to the water. Goat browse and a few strips of millet are all the ground above will carry, and they would not feed the clerks. Everything else comes in by cavern road from the barley flats to the south, or up the rim track from the terraces. Rimhook stands two days west on the shoulder, the Cattlegate underground passages lie three days south, and corpse caravans pass the gate in both directions all season.

Cindralis 57 Cindralis put up the money to quarry Sarventhal's main cistern in 786, on a contract sealed in the wrong order for the local record office to accept. The loan can therefore only be enforced at the Forge.
Umbermere 67 Nine hundred sacks of barley and lentils a year go up the cavern road to Sarventhal, settled in water rather than coin. One house counts the water and the other counts the sacks, and the two totals have not agreed since 774.
Vorlaine 68 Vorlaine's junior registrars spend two years at Sarventhal learning to read water levels before they are trusted with a gauge, forty marks a head whether the clerk finishes or not. Vorlaine sends six a year and has complained about the arithmetic teaching in four of the last five.

Wexhollow 15 Sarventhal sells Wexhollow every drop of water it drinks and re-prices it every year, and Wexhollow has not held the same rate two years running. In 782 a Wexhollow crew sank one of its own dead in a pool above the cistern, its water was cut off for the season, and the incident is still on the file.
Shizuhana 51 Sarventhal is owed 12,000 silver by Shizuhana and sends a clerk down every third year to have the debt read out at the gate. Shizuhana's books are still kept monthly by staff nobody has authority over, and Sarventhal copies them because they are the only account of that landing anyone can get.
Dunmoral 72 Sarventhal's cistern supplies nine permanent water shares to Dunmoral at a rent fixed in 604 and now worth about a third of what a share sells for. It has petitioned eleven times to reopen the rate, and Dunmoral answers each one with the text carved into a tomb wall, which Sarventhal cannot dispute without asking the family that owns the grave to open it.

The ledgers at Shizuhana are still posted monthly by staff nobody has authority over, and Sarventhal copies them because they are the only account of the Emberrun landing anyone can obtain.

Cistern Nineteen takes Sorrenmark' engineer cadets for a season each on the canyon cisterns, and Sorrenmark pays 800 silver a season and a legion survey of the north road every fifth year. The survey is the larger half of the fee and appears in the Corvantine accounts as road maintenance.

In 782 a crew out of Wexhollow weighted one of its own dead into a draw above Cistern Nineteen, in the northern manner, and the records office struck Wexhollow's share for the season. The reinstatement fee was paid without argument and the records office has left the entry on the file.

Cindralis silver refinanced the quarrying of Cistern Nineteen in 786, on an Amasekan instrument sealed in Amasekan order. The Reach records office will not lodge a paper sealed out of its own order, so the loan can only be pleaded at the Forge, and Sarventhal has not tested whether that is the worse forum.
Clerks on the rim road say Stockwell's book runs on paper from three orders that will not read one another, and that it collects on all three. Said in the Sunjara Upland
