Marrowe
Plate-readers. When a house needs to know whether the thing it intends is a breach, it pays Marrowe to say so, and pays more for the answer it wanted. Marrowe licenses agents directly.
Ask Marrowe whose it is and the answer is the ring's. Its humans are a population it administers, which makes the house a reliable party to an agreement and an unmoving one in a quarrel. Its institutions are arcane. Mage-cities and chartered guilds run on written procedure, and the tradition supplies most of the plate-readers the ring argues in front of.

Alum flats south of the sulphur workings, a gated compound with its own burning ground
Alum flats run south from the sulphur workings in Pardah Reach, white ground that grows nothing and pays for food carried in over the Sunjara road. The Shirogane Compound is a wall, a gate, two courtyards of offices and a burning ground of its own, set a mile off the cart track at the insistence of the records office stair. Water comes down from the tufa terraces at the Pardah's fourth surface opening, just north of the flats. Belgrund's weighbridge sits three days west at the cavern mouth, Ravenscarp's Natron Shelves nine days south down the line of surface openings, and every sack eaten here has been on a mule.

The records office stair charges Marrowe's carts a surcharge on every load that has passed within sight of Marrowe's burning ground. Six Ironletter opinions have been written on whether the surcharge is a rate or a penalty, and each was paid for by the house that wanted its answer.
