Vorlaine
The house keeps files. That is the whole holding, and it is worth more than several provinces. A serious embassy gives Vorlaine another source of leverage.
The line between dragon and mortal is where Vorlaine draws it. Its peers are the other Wrights, everyone at Lampgate is a subject or a client, and the arrangement is set out plainly in the house's own charters. Its institutions are arcane — literate, procedural and obsessive about precedent. The tradition wrote most of the case law and treats the treaty as an instrument.

The Pardah comes up out of the rock four times before it leaves the Reach, and Lampgate holds the fourth of those surface openings: tufa terraces, walled cisterns, and a marked stair cut down to the water where the night level is read and entered. Tufa grows nothing, so all the bread comes down the cavern road off the Quarrelford flats, seven hundred hundredweight a year. burial salt go out west past Belgrund's beam, and the water itself goes south by the jar to the alum pans at Wetstone. Coldhearth stands two days north-east across the gravel, and the Emberdeep road is a week's carting west.

Vaskaryn 21 Vorlaine tells Vaskaryn which water shares have fallen behind on their fees, and Vaskaryn buys them up through a middleman so its own name never reaches the record office. Both houses expect the treaty to fail, and a water share is the only thing either owns that a war would not burn.
Cuiveril 43 Cuiveril's household water comes from Vorlaine's cisterns, sixty jars a day in the dry months at a price fixed in 812, and the garden takes as much again. Vorlaine has held that price for nine years and asked three times for a reader's place in the archive. Cuiveril grants it aloud and will not write it down.
Erevanth 49 Erevanth lends against water shares where no other house will, and holds a third of Vorlaine's water as security on 1,900 crowns advanced in 816. Its charter is older than the water office, so a lender there can take a cistern and expect to keep it.
Umbermere 67 Nothing grows on Vorlaine's ground, so all its bread comes down the cavern road from Umbermere, 700 hundredweight a year. Half is paid in coin and half in a quarterly list of who has been asking to see Umbermere's water records.
