Caelithil
Caelithil works the Forge itself — embassies, votes, marriage brokerage, and the arrangement of other people's successions. Caelithil also holds temples.
Caelithil declines the usual categories. Its elves are *contemporaries* who remember the same centuries, and Whitethorn remains one of the few realms where a Wright genuinely negotiates. Its institutions are arcane: literate, incremental, and content to win an argument in the thirtieth year of it. The treaty is an instrument to them, to be read closely and used.

Eluvaen — the shrine stair the assembly families climb

Thorn scrub covers the shelf, high on the Drusenmark's tundra flank, and frost takes whatever is sown on it, so the offerings are the crop and the bread grain comes over the pass from the Nethercourse cellars, sixty quarters of stored deep crop. A cut stair climbs from the village cart road to the shrine above, and the goats on the flank belong to the villages rather than to the shelf. Morlaneth's fen lies a week east at the Rooken's head, the marshes lower down the road, and the assemblies that use the stair meet in summer and disband before the passes shut.

Karagunn 34 Caelithil spent four seasons arranging the marriage between Karagunn's gate-daughter and the senior local family, and had the settlement written for the elves, spoken aloud for the assembly and cut in lead for the hold. It took its fee as the right to be heard in Karagunn's court.
Naskarre 48 Caelithil arranged Naskarre's marriage into the marsh villages in 799 and takes a tenth of the settlement whether the marriage holds or not, and it also speaks for those villages at the Forge for charcoal instead of coin. Naskarre wants the spring case decided and Caelithil wants it pending, because a pending case brings the villages up to the shrine twice a year.

Caelithil's burial carriage now goes round to Cistern Nineteen at nearly twice the rate, and Dunmoral counts the diverted carriage as part of the argument.
