Naskarre
Smoke over Fallowgate most days of the year. Naskarre sells the material of everybody else's ambitions. A serious embassy gives Naskarre another source of leverage.
The line between dragon and mortal is where Naskarre draws it. Its peers are the other Wrights, everyone at Fallowgate is a subject or a client, and the arrangement is set out plainly in the house's own charters. The tradition is occult, which is to say it governs without holding the post. It has done better out of the treaty than any of the other three.
The holding
Rookenfalls — three names and two voices at the Forge
Granite bench above the Rooken gorge, charcoal woods below, one cart road up from the marsh
Rookenfalls sits on a granite bench in the Drusenmark, high enough that the Rooken is a noise below it rather than a river, and nothing on the bench will take a plough. What the ground gives is standing charcoal wood in the gorge underneath, burned in pits on the slope and brought up a single cart road that the villages maintain between them and nobody maintains well. Oats come up that road from the Drusen Meads, forty quarters a year, and go no further than the marsh road head. Starnfen lies a fortnight south-west through the old forest, and the badlands behind carry drove roads and no settlement.
Connections
Charcoal is most of the living.
Allies takes this house’s side 2
Valdrenne 71 Valdrenne has nobody left to sit at the Forge, so since 804 Naskarre has spoken for it there at forty crowns a season. Three living members of Naskarre now speak for two houses.
Caelithil 74 Caelithil arranged Naskarre's marriage into the marsh villages in 799 and takes a tenth of the settlement whether the marriage holds or not, and it also speaks for those villages at the Forge for charcoal instead of coin. Naskarre wants the spring case decided and Caelithil wants it pending, because a pending case brings the villages up to the shrine twice a year.
Neutral trades, and no more than that 3
Kurohane 20 Naskarre borrowed 7,000 silver against three years of charcoal to reline its furnace, and Kurohane holds the debt from five cells away. Naskarre has three living members, so a missed payment is the act of the whole house.
Skarveth 65 Naskarre stands on granite and grows nothing, and buys forty quarters of oats a year from Skarveth. Skarveth delivers to the head of the marsh road and no further, the gorge track having destroyed two of its wagons since 802.
Kazdrun 79 Naskarre sends nine hundred sacks of charcoal a year down to Kazdrun, which cannot smelt on peat, and the carts come back with sixty iron blooms set against the fuel bill. The price is agreed on a tally stick at one end and settled in cut lead at the other, so both houses keep two sets of figures.
Enemies has something open against it 3
Ancarien 05 Naskarre burns Ancarien's charcoal, eleven cart loads a year, and has no other customer. Ancarien also holds a charter over those same woods older than the treaty and has asked the Forge what it is owed under it, and Naskarre argues the charter lapsed centuries ago.
Malgareth 26 Naskarre has stopped reciting its debt to Malgareth at the summer assembly, arguing that a debt must be recited to a living creditor and Malgareth has produced none in eleven years. Malgareth's agents answered in writing, and assembly custom does not count that as an answer.
Emberkeel 42 Two springs above Naskarre dried up the year Emberkeel drove its lower tunnel, and Naskarre has read the loss out at every summer assembly since. Emberkeel replies each time with a copy of its own register and the observation that a tunnel underneath is not a holding above.
The full account — 8 houses, 11 arrangements
Charcoal is most of the living. Nine hundred sacks go down the marsh road to Kazdrun's Bogiron Gate, which cannot fire a bloom on peat, priced on a tally-stick at the road head and settled in cut lead at the gate; eleven loads a season climb south-west to Morlaneth's forge, where Ancarien remains the regular buyer. Skarveth's oats come the other way and stop where the wagons stop. The rest of the income is other people's business: Caelithil retained for the upper Rooken villages against charcoal delivered to the shrine stair, and since 804 AF the Highcourt work of Barleystaith done under proxy at forty crowns a season, so three names answer for two plates. Malgareth has produced no creditor for the Coldmire debt in eleven years, and the reading aloud has been dropped at the summer assembly since.

Naskarre burns the gorge woods below its own falls and carts nine hundred sacks of charcoal a year down to Kazdrun, which cannot fire a bloom on peat. The price is agreed on a tally-stick at the marsh road head and settled in cut lead at the gate, so both houses keep two sets of figures.
The charcoal carts go back up loaded, sixty bog-iron blooms a year to Naskarre's forge, set against the fuel account and reconciled each spring. Kazdrun has twice held the blooms back over a short sack count and Naskarre has twice stopped burning.
-
Two Drusenmark springs above Naskarre failed the year the Sixth Gate drove its lower underground passage, and Naskarre has formally read the loss at every summer assembly since. Emberkeel's answer each time has been a copy of its gate register and the observation that a gate below is not a holding above.
-
Naskarre has stopped reciting Malgareth's debt at the summer assembly, on the argument that a Vaskarni obligation must be formally read to a living creditor and Malgareth has produced none for eleven years. The counting-yard's factors answered in writing, which under assembly practice is no answer.

Charcoal for Ancarien's forge is burned in the Rooken gorge woods below Naskarre and comes up the cart road in eleven loads a year. Naskarre carries three names on the roster and has no second customer, which both houses understand and only Ancarien mentions.
Ancarien holds the coppice charter for the Rooken gorge woods, granted before the signing and running on the original grant, and has asked the Forge what a charge of nine hundred sacks a year amounts to under it. Naskarre pleads that a charter left unrenewed for eight centuries has been abandoned, which Ancarien's readers regard as their own argument turned round.

Naskarre stands on granite and grows nothing, and takes forty quarters of oats a year up the cart road from Skarveth. Skarveth delivers to the marsh road head and no further, the gorge track having taken two of its wagons since 802 AF.
-
Caelithil brokered Naskarre's match into the marsh villages in 799 AF and takes a tenth of the settlement, payable whether the match holds or not. Caelithil has offered to arrange a second and has had no answer, a house of three names being unable to afford one that fails in public.
Naskarre retains Caelithil to speak for the upper Rooken villages at the Forge and pays in charcoal delivered to the shrine stair rather than in coin. Naskarre wants the spring case pressed and Caelithil wants it pending, since a pending case brings the villages up the stair twice a year.
-
Naskarre borrowed 7,000 silver against three years of charcoal to reline its furnace, and the note is held at Kurohane, five cells and two cultures east. Naskarre is hair-trigger, so a missed payment is the act of the house, and Kurohane's factors ride up the gorge road twice a year to be seen doing it.
Factors at the Bogiron Gate price Fallowgate's tally-sticks as though the proxy fee were the smaller half of what three names earn at the Forge. Said in the Drusenmark

Arms
A tall iron field gate standing by itself in bare fallow ground, its hinges newly forged and bright, a polished coronet finial on the gatepost.
Sable, a hammer Argent; in base a coronet Argent; a bordure of warm iron. (Plate 48; three living names.)
The field colour is the house's tradition and the bound edge is the state of its plate, and neither is the house's to choose.
