Kazdrun
Kazdrun makes the things everyone else spends. Ore out of the ground at Peatgate, then smelters, smithies and engines. Its own agency charters bring in additional work.
Ask Kazdrun to choose between its people and the draconic order. Its answer follows the people, which leaves a gap in the assumption behind Clause I that every dragon will join the punishment. The Forge has planned around that gap for centuries. The tradition is occult, which is to say it governs without holding the post. It has done better out of the treaty than any of the other three.
The holding
the Bogiron Gate — twenty thousand hands rated as one gate
Dry sand bank in the peat, bog-iron pits, coking floors, nineteen furnaces, brick yards, one walled gate, roofed channel to the Rooken
Peat lies flat and wet for miles at the southern end of the Ostrovek Sound, and the Bogiron Gate stands on a sand bank in the middle of it, dry enough to build on and nowhere near rock. Nineteen furnaces are in blast behind the wall, their smoke visible from the water. Nine thousand hands are on the books through the winter and over twenty thousand in the cutting season. The works are built of the bog's own clay, nine million brick a year. The cuttings take ninety acres a year and the coking floors bake it, peat being no fuel for a bloom raw. The channel cut in 807 AF carries the pig to the Rooken past Drusenberg's causeway head.

Maeryvane 24 Kazdrun keeps a company of forty men and takes its work through Maeryvane rather than from anyone who will sign for it. Maeryvane has sent it out eleven times since 796, all under one licence number.
Thelanor 30 Thelanor keeps twenty-two men on a summer rota maintaining the plank road and crossings up to Kazdrun's gate, and Kazdrun pays in iron and nails rather than coin. Those men keep half a day's road and six alder crossings.
Quellborne 66 Quellborne arranged the marriage that brought a foreign-raised heir into Kazdrun in 799, and took its fee as a nine-year exemption at the weighing yard. That heir is seated below the youngest gate-holder at the clan assembly, may not speak for the gate, and holds Kazdrun as a ward rather than by right.

Ancarien 05 Forty tons of bog iron come up the river to Ancarien's landing each year, in the six weeks the water is deep enough. Each house bills in its own weights, and they have been arguing about the difference since 803.
Draveholt 40 Draveholt takes two of Kazdrun's furnace masters each winter and is paid a tenth of the iron output for it. It teaches them pattern casting and keeps the drawings, so Kazdrun can build from them and cannot sell them on.
Naskarre 48 Naskarre sends nine hundred sacks of charcoal a year down to Kazdrun, which cannot smelt on peat, and the carts come back with sixty iron blooms set against the fuel bill. The price is agreed on a tally stick at one end and settled in cut lead at the other, so both houses keep two sets of figures.
Skarveth 65 Kazdrun buys three hundred quarters of bread grain a year at Skarveth's ford and pays the outsider's rate, which Skarveth's assembly set at a fifth above the standard table and keeps out of its minutes. Kazdrun pays it, and has twice sent the difference to Ferrovane as a complaint about weights.

Stonewrit 10 Kazdrun cast 1,400 iron clamps and sixty tons of fittings for the rebuilding of Stonewrit's stair in 762 and has been paid for nine hundred clamps. It files the account at the Forge every ninth year, and Stonewrit's answer since 771 is that the stair is dwarf ground and the work was a clan duty.
Vaskaryn 21 Kazdrun's iron leaves and its bread arrives over Vaskaryn's beaches, which are the only deep water on that coast. Kazdrun is also suing Vaskaryn over a cargo left standing a season in 809, so the house it needs most is the house it is in court with.
Drusenberg 62 Kazdrun cut its own channel to the river in 807 and now floats its iron past Drusenberg's causeway, taking about a third of Drusenberg's toll income with it, while eleven hundred timber props a year still go the other way to keep Kazdrun's pits from collapsing. Drusenberg calls the channel toll evasion under another name, and the assembly has twice adjourned the case for want of anyone who can recite the original grant.

Skarveth charges a fifth over the survey table for the three hundred quarters that come overland and has left the rate out of its minutes. The hired hands stand on the chartered company's books under one Maeryvane charter number, which has carried eleven instructions since 796 AF for a principal the gate declines to name. Each Kazdrunn burial raises the gate a course, in stone carted nine days up the gorge road, and the courses stand at four hundred and six.

The charcoal carts go back up loaded, sixty bog-iron blooms a year to Naskarre's forge, set against the fuel account and reconciled each spring. Kazdrun has twice held the blooms back over a short sack count and Naskarre has twice stopped burning.

Vaskaryn's toll shed refused a Kazdrun freight contract in 809 AF because it came as a cut half-plate with no lodged copy, and forty tons of blooms sat on the shingle for a season. Kazdrun is suing at the Forge for the delay charge; Vaskaryn's defence is that a tally-stick and a half-plate are both unreadable to a records office, so neither party held a document.
Everything the works eat and everything they sell crosses Vaskaryn's landings, there being no other deep water on that coast: nine thousand tons of pig out a year and eighteen thousand quarters of bread grain back in the same hulls, charged by the load with a surcharge on winter bottoms. Vaskaryn has raised the load rate twice since the delay charge suit was filed and posted both rises on the toll shed.
