Belcarrow
Belcarrow is paid to hold a margin. Its posts stand within sight of each other along the frontier road, and the neighbours behind them pay in grain, hides and silence about the toll. Belcarrow feeds itself from ground it holds outright.
The line between dragon and mortal is where Belcarrow draws it. Its peers are the other Wrights, everyone at Sheepfold is a subject or a client, and the arrangement is set out plainly in the house's own charters. The tradition is primal: pasture, thin settlement, and law kept by memory. Its adherence to the Accords is the loosest in the ring. A divine establishment works alongside the primal institutions. Their jurisdictions overlap at Sheepfold's gate, river court or marriage table, and neither will yield its place.

Sheep walks run over the sheltered folds behind the outer lip of the Storvald Gulf, with a poor two-row barley in the hollows where the wind cannot reach it and the watch road along the ridge tying the whole holding together. The Wolds are the most productive ground on this gulf shore, producing a surplus after local needs. Wool, mutton, tallow and hay go out by cart to the rock landings and by boat when the coast road will not serve, since that road stops well west of here. The Sirendel Reach gate is two days off the ridge and Shirogane-hama's landing a day beyond it.

Duskenmoor 06 Duskenmoor's lawyers found the argument that keeps Belcarrow's road classed as a military work rather than a land grab, and Belcarrow has bought two more opinions since. Belcarrow also sells Duskenmoor all its food, at a fifth above what it charges its neighbours on the same shore, and says so openly.
Grimhaldr 13 Nothing grows on volcanic waste, so Grimhaldr's kilns are fed on sixty quarters of Belcarrow barley and salt mutton every three months. Belcarrow has put the price up twice since the house died out.
Karagunn 34 Karagunn's watchtowers cover the ridge road, and two thousand quarters of Belcarrow's barley cross that road each autumn under Karagunn's escort. The price is fixed in spring on last year's tonnage, which suits a garrison on fixed rations and not a farmer with a variable crop, and the March thinks Belcarrow is paying well over the odds.
Kaldwyn 45 Kaldwyn's eight working months run on two hundred quarters of Belcarrow's barley and forty of salt mutton, landed by boat because the coast road stops short. Belcarrow ships it in three loads and charges the whole season's freight against the first.
Cindralis 57 Cindralis's compound is fed entirely off Belcarrow: barley, mutton, tallow and hay, delivered inside the gate and weighed there. Belcarrow has begun asking a quarter of the price in advance, and Cindralis records it as a loan.
Nuirendil 76 Fourteen hundred quarters of barley come down the gulf from Belcarrow each season, and Nuirendil pays by waiving wharf fees rather than in coin. Belcarrow's agents have asked for cash at four assemblies running.

The Wolds sell food to everyone on this shore and set the price once the buyer's need is known. Two hundred quarters of barley and forty of salt mutton go to Oarwick in three lifts, with the season's whole freight charged against the first; ninety quarters a quarter-year go down the tundra track to Fellstrand, half of it paid in schooling; the Blackwillow yard pays a fifth over what the Falkvald holdings on the same beach are asked, which Belcarrow calls a Vaskarni rate and says so at the assembly. Pilgrim parties bound for the Sirendel Reach are escorted the last stretch at two marks a head, asked for or not. The road doing the escorting has been widened twice across the head of Faenlorn's hollow, and the entries at the Forge now run to thirty years.

Two-row barley off Belcarrow comes down the gulf to Nuirendil, fourteen hundred quarters a season, and Nuirendil settles in remitted wharf fees rather than coin. Belcarrow's factors have asked for coin at four assemblies running and taken the wharf fees each time.

Prospern stands on a gravel bar and grows nothing, so its bread comes down the tundra track from the Wolds, ninety quarters of barley and a wagon of mutton every quarter-year. Belcarrow takes half the price in schooling and half in coin, and reviews the rate whenever the weirs have had a good run.
Four of the Wolds' watch-road clerks and both its tally-men were taught at Prospern, at eleven marks a head a year set against the barley account. Prospern also drafts Belcarrow's returns for the assembly, which is why the Wolds figures are the only ones the assembly does not argue about.

Duskenmoor's ironletters found the precedent that lets the Wolds' watch road stand as a garrison work rather than an enclosure, which kept the ridge out of the assembly's hands. The fee came off the yard's grain account, and Belcarrow has since asked for two further opinions on the same terms.

Forty pilgrim parties a season are escorted the last stretch to Faenlorn's gate by men off the Wolds' watch road, at two marks a head. Belcarrow charges the same for parties that asked for no escort, on the reasoning that the road was walked either way.
Pilgrim season at Faenlorn runs eleven weeks and takes a hundred and forty quarters of barley and three hundred sheep, all of it off the Wolds and all of it carted in through the one gated track. Belcarrow sets the price once the pilgrim numbers are known, which Faenlorn has complained about in writing and continues to pay.
That same road was cut across the head of the birch hollow in 771 AF and has been widened twice since, each widening taking a few more yards of the only spade-deep loam in the cell. Faenlorn has entered the encroachment at the Forge every year for thirty years and asks only that the encroachment be recorded, not that the road be closed.
Eight hundred marks on the wool and two hundred on the barley in the hollows go out from Faenlorn's committee every spring against the Wolds' clip. Two bad barley years would leave a good part of the Reach's lending resting on a house whose stake is entered as Breaks, and the committee has minuted that rather than acted on it.
