Nuirendil
Nuirendil owns movement. Passes, bridges, a river mouth at Threewater, and the tariff schedule that decides what everyone else's trade costs. Nuirendil discounts bills as a sideline.
Nuirendil calls its position Contemporary. It treats its relationship with elves as one between contemporaries, a distinction it has defended at the Forge since the signing. Its institutions are occult. Authority runs through cults, creditors and people who know things, and the offices at Threewater are held by whoever the house finds it convenient to seat.

Deep water comes to the rock along this stretch of the Storvald Gulf's eastern shore, which is why anything barged down the Anvilwater has to meet salt water here and be lifted into a hull. The yard is walled, the wharves are leased a sailing season at a time, and the ground behind them carries fodder and nothing a Falkvalder would call a crop. Brimholt's cart road ends at the weighbridge, the coast road runs south to Sleetgate where the Anvil Stair drops to the tundra, and the cairn-field at Oathcairn stands two days up the shore. The gulf mouth stays open after the western inlets have closed.

The lease, the wharves and the yard wall are all held by the season, and it is Grivane who renews them, at the assembly where Brimholt's cargo tops the toll roll.

Vaethril 02 Nuirendil pays Vaethril to bring the toll cases it does not want its own name on, and Vaethril's court papers name a shell company instead of a client. Vaethril has run eleven such cases for it since 806.
Serathorne 63 The two recognise each other's customs stamps at opposite ends of the same watershed, so a cargo cleared at one clears the other at half rate. Every dwarf hold on the road between them has petitioned the Forge to cancel it, on the ground that two houses have set a toll over ground held by fourteen.

Faenlorn 01 Nuirendil's boats bring Faenlorn's pilgrims up the coast at four marks a head. Faenlorn pays for the whole season before it starts, so a thin year costs Faenlorn and not the boatmen.
Quorravel 27 Nuirendil bought Quorravel's debts cheaply for thirty years. Since the plate began to crack it takes them in smaller amounts and at a far worse price for Quorravel.
Prospern 36 Nuirendil sends its toll clerks north for a winter each, because northern wharf schedules are announced aloud and a house cannot afterwards claim it never heard what was said in a room it had a man in. Nuirendil pays forty marks a head, on time, every winter.
Brannhold 39 Nuirendil lent nine hundred marks against three seasons of offerings, secured on the pilgrim landing and the sheds behind it. A poor third season would leave Nuirendil holding four acres of black sand and a claim on a temple's collection box.
Kaldwyn 45 Kaldwyn sells Nuirendil a list of every ship that takes a gulf pilot, paid for by the season, and it reaches the wharves four days ahead of the cargo.
Grivane 60 Every hundredweight of Grivane's sulphur and iron crossing to a ship at Nuirendil pays eleven coppers in wharf fees, a rate set in 794 and never changed, and Grivane has had it read out at the assembly four times to no other effect. Nuirendil's lease on that wharf runs one season at a time and is Grivane's to renew, with nothing beyond the current year in writing.
Tessarel 61 Every barrel of Tessarel's sulphur going south is transferred at Nuirendil's wharves, at a rate Nuirendil has raised twice in four years. Tessarel keeps a record of both rises and reads it out at the assembly whenever the gulf tolls come up.
Dunmoral 72 Northern bodies bound for the dry burial caves are landed at Nuirendil and go up the road under Dunmoral's stamp, six marks a body at the wharf and the rest at the top. Nuirendil keeps a count of its own.
Belcarrow 78 Fourteen hundred quarters of barley come down the gulf from Belcarrow each season, and Nuirendil pays by waiving wharf fees rather than in coin. Belcarrow's agents have asked for cash at four assemblies running.

Toll clerks go north to Fellstrand for a winter at forty marks a head, since an elven records office must account for a schedule read aloud in a room where it kept a clerk. Oarwick's list of piloted hulls is bought by the season, and the other subscribers remain absent from the register.

Nuirendil and Serathorne hold reciprocal clearance at the two ends of the Forge watershed: a cargo stamped at the Anvilwater mouth clears the Emberrun customs yard at half rate, and the reverse. Every Kazdrunn hold on the stair between them has petitioned the Forge to void it, on the ground that two houses have agreed a toll over ground held by fourteen others.

Nuirendil's lease runs one sailing season at a time and it is Grivane's to renew, which it does at the assembly where its own cargo is the largest item on Nuirendil's toll roll. Nothing beyond the year in hand exists in writing.

Nuirendil discounted Quorravel pilot bonds for thirty years at four points under the free-port rate. Since the Quorravel plate began to open at the edge, the bonds have been discounted at eleven points above that rate and the paper is taken in smaller parcels.

Every barrel of Tessarel sulphur bound south is transhipped at Nuirendil's wharves, on a hundredweight rate Nuirendil has revised twice in four years. Tessarel keeps the schedule of both revisions and reads it out at the assembly whenever the gulf tolls come up.

Pilgrims for Faenlorn land at Nuirendil's rock wharves and are carried up the coast in its boats, four marks a head including the return. Faenlorn subscribes for the whole season in advance, so a thin year falls on the Reach and not on the ferryman.
