Caravan charters and port dues. Serathorne is wealthy because geography was kind and eight centuries of lawyers were kinder. Serathorne maintains a permanent Forge delegation.
Asked *whose are you?*, Serathorne answers that the line runs between dragon and mortal. It wears human shape and recognises the other wyrms as its peers; the people around it are subjects, clients or weather. The distinction makes Serathorne easy to bargain with and hard to shame. Its institutions are divine. They hold both moral extremes and regard the middle as a failure of nerve; the tradition signed last and grudgingly. An arcane establishment works alongside the divine institutions. Their jurisdictions overlap at Emberside's gate, river court or marriage table, and neither will yield its place.

Where the Emberrun stops being a river there is silt, piled stone and a pier that has been lengthened four times to follow a channel which moves at every flood. The schedule is posted by the fathom of frontage rather than by the berth, for that reason. Behind the pier the customs yard stands walled on three sides and open to the water, weigh-house and tonnage office along its northern wall. Cargo broken out of barges at Bridgefoot for the Forge road is cleared again here on its way out. Inamura is five days inland, Shiroganeura's slipways two days up the coast, and the free ports three days south-west.

Talionwe 04 Cargo that has already paid Serathorne at the river mouth pays again to be dragged over Talionwe's portage. Serathorne has twice asked the court to call that charging twice for one voyage, and the case has not been listed in eleven years.
Ashcrole 09 Ashcrole is suing Serathorne for a client it refuses to name, with the case written at Talionwe and paid for through a counting house at Verrigan. Serathorne's lawyers have asked four times who is behind it.
Valdrenne 71 Serathorne bought Valdrenne's bills cheaply, then found it cannot summon a house with nobody alive in it, and has asked the Forge which official answers for a dead house's debts. It wants a ruling that administrators can be forced to pay, and about a third of the banking houses on the ring have written in since the case was posted.
