Quorravel
Information is the trade. Quorravel rules partly from behind other people's offices, and Tidegate is quieter than its accounts suggest it should be. Quorravel keeps a second route under toll.
Quorravel is Kinsworn, and means it. Its Wright wears azarketi shape as a member of that people: the oldest and largest member of the family, with its gods, inheritance law and opinion of the neighbours. Its position can be negotiated, but its loyalties can be shamed. The tradition is occult, which is to say it governs without holding the post. It has done better out of the treaty than any of the other three. A primal establishment works alongside the occult institutions. Their jurisdictions overlap at Tidegate's gate, river court or marriage table, and neither will yield its place.
The holding
the Threename Shoal — the shoal on three charts at two depths

At low water the Threename Shoal is a mile of bare hard sand over coral rock. The tide covers all of it, so at high water nothing shows but the beacon staging and four pilot hulks moored inside the reef. The shoal has no landing, so boats come alongside the hulks instead. There is no fresh water on it and nothing to burn. Casks of water come out from the Solmarch mouth through the sailing season, and hard bread from the Sixtongue inlet. West of here the Kelpwrack runs to the ocean without landfall, and a hull that will not take a pilot adds nine days going round. Ebbfurrow's reed landings are a day east, the Ostrovek landings four days north.

Ostwyck 17 Quorravel pays Ostwyck's lawyers in cargo to argue that ground under water at high tide cannot be measured the way the treaty measures land. Ostwyck expects the treaty to collapse, and Quorravel has too much anchored offshore to want the question asked at all.
Vaskaryn 21 Quorravel's list of ships lost on the shoals reaches Vaskaryn before the owners' letters do, which is the only reason Vaskaryn will insure a hull on that coast at all. It pays with a standing credit and by asking no questions about the salvage rights.

Talionwe 04 Talionwe supplies Quorravel's lamp oil and rope on six months' credit. That credit is most of how Quorravel fits out its ships each spring.
Thalassil 07 Thalassil ships about sixty casks of fresh water a month out to Quorravel's anchored pilot ships, which have none of their own. The two have married every generation since the treaty, and the last dowry was taken in shares held safely onshore.
Stonewrit 10 Stonewrit renews Quorravel's pilot licence each year, and in 804 gave it one season instead of the usual five. Quorravel's plate is cracking in front of every ambassador in the city, and its ships are now insured one voyage at a time.
Vantrose 28 Vantrose bought 2,400 crowns of Quorravel's debt at full value in 815 and has been trying to sell it at four-fifths ever since the plate began to crack. It is the largest single item on Vantrose's books.
Serathorne 63 Any ship leaving Serathorne for the western ocean takes one of Quorravel's pilots or adds nine days going round the wrecks. The pilot is paid in cargo handed straight off the deck.
Wraymoor 73 Wraymoor bakes the hard bread for Quorravel's anchored pilot ships, four hundredweight a month in season, sent out with the water casks. It is the only bread the crews get.
Nuirendil 76 Nuirendil bought Quorravel's debts cheaply for thirty years. Since the plate began to crack it takes them in smaller amounts and at a far worse price for Quorravel.

Ostwyck is positioned for a world in which the treaty fails and Quorravel has too much moored at the shoal to want the question opened at all, so the pleading is drafted with neither motive in it.

Fresh water goes out to the pilot hulks in casks from the Solmarch mouth, some sixty a month through the sailing season, because the Threename Shoal has none of its own. Quorravel pays in cargo landed at Thalassil's reed landings, which is the nearest thing Thalassil has to a wharf.
Two plates hold the southern river mouths between them and they have married into each other every generation since the signing. The present settlement was negotiated while Quorravel's plate was already opening at the edge, so Thalassil took the dowry in pilot shares held ashore rather than in a promise from Quorravel, and the two houses vote against each other at the harbour court on anything touching the treaty.

Hard bread for the pilot hulks is baked at Wraymoor and goes out with the casks of drinking water, four hundredweight a month in season. Wraymoor bills in coin and Quorravel pays in cargo, so the account is reconciled twice a year and comes out different every time.

Talionwe supplies the beacon oil and the hulks' cordage on six-month bonds, and since Quorravel's plate began to open it has taken the security in cargo held ashore at Talionwe and priced the bond a quarter higher. Quorravel pays the new rate and has not asked for the old one back.
Underwriters at the free ports say the Threename loss list is written up before anyone files a claim, which is one reason the shoal's paper still finds buyers. Said in the Kelpwrack
