Emberkeel
Emberkeel is owed favours in eleven chanceries, none of them written where a court could read them. The house calls them in at its own convenience, and the ledger that lists them is kept at Limekiln in a hand three clerks can read. Emberkeel smelts on its own account as well.
Ask Emberkeel to choose between its people and the draconic order. Its answer follows the people, which leaves a gap in the assumption behind Clause I that every dragon will join the punishment. The Forge has planned around that gap for centuries. Its institutions are arcane — literate, procedural and obsessive about precedent. The tradition wrote most of the case law and treats the treaty as an instrument.
The holding

Dolomite gate above the Ferravant springs, mushroom cellars under it, no surface worth holding
Dolomite gate on the western flank of the Thurmgar Deeps, cut above the springs where the Ferravant starts, with no surface worth holding. What the hold lives in is underneath: mushroom cellars on four levels and a stored grain crop that covers a third of the year's eating. The lower underground passage runs out under Vaskarni goat ground and drains into the Ferravant head through pumps that are never let stop, which is why the Drusen Meads care what this gate does in July. Ironfurrow's oats come up the Ferravant road, the granite bench at Rookenfalls is a fortnight west, and the courses on the gate are not open to counting.

Stonewrit 10 Stonewrit pays Emberkeel ninety crowns a season for advance sight of the toll schedules, and tells nobody what it learns. What it buys is four days' warning of a price change, enough to re-let its embassy rooms before the ambassadors find out.
Vaddrek 81 Four hundred quarters of oats and barley come up the road each autumn, which is most of what Emberkeel eats that its mushroom cellars do not grow. Part of the price is that Emberkeel's clerks leave Vaddrek's weighing yard out of what they report to the tax assessors.

Brakkenstone 08 Emberkeel cuts limestone out of its own tunnel roof and sends three hundred hundredweight a season to Brakkenstone, whose silver will not smelt without it. Brakkenstone now takes delivery and weighs at its own gate.
Yatagaru 33 Yatagaru made Emberkeel's borrowing far more expensive the season its plate began to crack, and Emberkeel now borrows against mushroom cellars because its water is already pledged twice over. Yatagaru's clerks reprice the loan every quarter.
Karagunn 34 Emberkeel sold Karagunn a survey of the stair approaches in 791, then sold the same survey again inside the year. Karagunn now pays on delivery and keeps both halves of the contract itself.
Drusenberg 62 Drusenberg took Emberkeel's notes at full value for thirty-one years and now takes them at a sixth less. Its ledger gives no reason for the change.
Skarveth 65 Emberkeel's mine pumps empty into the river head, and Skarveth's water meadow depends on that outflow running through July. Skarveth pays twelve crowns a year and holds no document, because its assembly recognises only what was spoken and Emberkeel only what was cut in metal.

Falkbeard 12 Falkbeard's cellars are still full of barley and there is nobody left to argue the price, so Emberkeel has taken eight hundred quarters out of them in three years at below the going rate. That is most of what the cellars held.
Kaldwyn 45 Kaldwyn's agency has run the complaint over two drained springs for nine years and files it under its own name rather than its client's. Emberkeel's clerks answer every filing and note in the margin that three mountain villages could not possibly fund a ninth year of this.
Naskarre 48 Two springs above Naskarre dried up the year Emberkeel drove its lower tunnel, and Naskarre has read the loss out at every summer assembly since. Emberkeel replies each time with a copy of its own register and the observation that a tunnel underneath is not a holding above.
