Thurmgrim
Thurmgrim makes the things everyone else spends. Ore out of the ground at Coalgate, then smelters, smithies and engines. Thurmgrim also works the Forge.
Ask Thurmgrim to choose between its people and the draconic order. Its answer follows the people, which leaves a gap in the assumption behind Clause I that every dragon will join the punishment. The Forge has planned around that gap for centuries. Its institutions are divine, and doctrine settles what interest would otherwise decide. The tradition signed last, and the reasons are still preached at Coalgate.
The holding

Ash lies a foot deep over basalt on the eastern shoulder of the Thurmgar Deeps, and the coal is under all of it, four worked seams reached from two gates on the Forge road. Nothing is grown here. Fodder comes up from the plains, oats are bought for cash at the weighing yard, and the road at the gate is why the hold was cut where it was, since everything moving from the plain up to the Forge passes below the arch. The Cindershelf stands a fortnight west along the shoulder, and Grimhaldr's kilns take their coal down the same road in the other direction.

Grimhaldr 13 Nine hundred tons of Thurmgrim coal a year still come down to Grimhaldr's kilns on a schedule set when both houses were alive. Neither has anyone left to change it, so the coal arrives on the old figure.
Gundvarr 44 Gundvarr sells Thurmgrim five hundred quarters of oats a year, cash at the gate before the wagons move. Its agent writes the reason down every autumn: a house with no living members cannot be sued, only inherited from.

Since Thurmgrim's family died out, Brakkenstone has weighed the coal on its own scales, paid three months late, and filed a claim that the coal seam runs under Brakkenstone and has been worked from the wrong side for sixty years.
Stonewrit 10 Thurmgrim has had no living family member since its roll closed, and Stonewrit has asked the Forge to hand its share of the road tolls to the neighbouring holds until the record is corrected. Thurmgrim's clerks answer on time and stamp by office rather than by name.

Brakkenstone's claim on the lower seam and Stonewrit's filing on the gate's toll share are answered inside the time allowed by clerks who seal by office rather than by person; the offices behind those seals have no living names.

Steinvald has pleaded the gate-count doctrine on Thurmgrim's behalf at the Forge since 811 AF and has charged nothing for it. Steinvald wants the Accords left where they are, and a cold hold's gates reopened for measurement would be the first count in eight hundred years to go against the wording.
