Steinvald
Steinvald reads plates for a living. Treaty jurisprudence, precedent, and a working opinion on all eleven contradictory rulings about indirect killing. An order of its own serves Steinvald.
Ask Steinvald to choose between its people and the draconic order. Its answer follows the people, which leaves a gap in the assumption behind Clause I that every dragon will join the punishment. The Forge has planned around that gap for centuries. Its institutions are arcane — literate, procedural and obsessive about precedent. The tradition wrote most of the case law and treats the treaty as an instrument. A primal establishment holds the other half of Longcut. The two keep separate registers, and a petitioner who files with the wrong one begins again.

A gate cut at the southern pass mouth, ash-fouled loose rock, the convict road crossing below.
The pass mouth above the Sturmhalt Cinders is most of what Kolgast is: one gate cut into ash-fouled loose rock, the convict road crossing below it, two tolled passes running south onto Anvil Stair ground. The Cinders rock stays warm enough to work in midwinter and foul enough that crews rotate out every ninety days, and nothing is grown within a day of the gate. Barley and dried mushroom come over the southern pass, and the winter water comes down through a leased gate at Nethercourse, a fortnight north. The Hrimgard March assembly meets on the shore of the northern inlet and hears only what is spoken aloud.

Brakkenstone 08 Two hundred quarters of barley and forty hundredweight of dried mushrooms cross the pass to Steinvald each summer, priced on the pass staying open eighty days. Brakkenstone takes half the payment in legal opinions and uses them in its own boundary disputes.
Thurmgrim 29 Steinvald has argued Thurmgrim's case at the Forge since 811 and charged nothing for it. Steinvald wants the treaty left exactly as it is, and reopening a dead hold's gates for measurement would be the first ruling in eight hundred years to go against the wording.

The lease runs out in eleven years, nobody from Falkbeard has produced the matching half of the contract since 801, and Steinvald has noted that at the Forge and done nothing else.

Steinvald counts gates as they look from the air and Ravenscarp counts surveyed acres, and both quote the same 118 AF ruling that was written to settle it.

Isperil 11 Steinvald has twice tried to have Isperil's signature struck off a shared legal filing, arguing that a house with two living members cannot speak for a whole region. Isperil signs again each time, and Steinvald loses a little standing whenever the Forge refuses to rule.
Sturmhalt 58 Men who die out their sentences in the mines are walled into the rock behind Steinvald's workings at four marks a course, and Sturmhalt's chapel then reads their names out at three assemblies. Each house holds that its own rite is the one that buried them.

Sturmhalt's speaker moves at every March assembly that the plates be read aloud once a year at the Forge, and Kolgast's ironletters answer the motion in writing without having been asked; the same Watch pays four marks a course to have its dead out of the Cinders walled in behind Kolgast's working face, and neither house will concede which rite fulfilled the obligation. Cindralis reads law for the other half of the March in Amasekan form, so a client wanting both opinions pays for two documents, a translator, and a third house to hold them together. Brakkenstone's barley takes half its price in treaty opinions. The Nethercourse lease falls due in eleven years, and the half-plate matching Kolgast's was last produced by a Falkbeard factor in 801 AF.

Falkbeard's lease runs a hundred and twenty years, falls due in eleven, and the half-plate matching Steinvald's was last produced by a Falkbeard factor in 801 AF. Steinvald has lodged a note of that at the Forge and taken no other step, which is what a house entered as Holds does with a question it does not want opened.
The Sturmhalt Water head lies inside Falkbeard's leased gate, and Steinvald draws its whole winter supply through it at a rate cut in lead in 604 AF. Steinvald is the lessor of that gate and has not decided whether to enforce a rent against a house with nobody left to owe it.
